Sichuan's Planning Documents: What Foreign Founders Should Know

A practical guide for foreign founders on how to read Sichuan's published plans, spatial plans, and regional development documents, and what they signal for company registration and operations in China.

Why Sichuan's Planning Portal Matters to Foreign Founders

Sichuan's government information disclosure page is not a business guide, but for a foreign founder setting up or running a company in China it is a useful early-warning system. The page lists the plans and policy documents the provincial government has published, organised by category and date. Reading it correctly helps you understand which regions, industries and public services the province is actively planning around — context that shapes where to register, where to hire, and which local authorities you will deal with.

Below is a practical walkthrough of what the page contains and how to use it, based only on what the source publishes.

What the Page Actually Contains

Five-Year Plans for the Province

The page lists Sichuan's provincial economic and social development five-year plans, including the 15th Five-Year Plan outline dated 2026-04-13, the 14th Five-Year Plan and 2035 long-range objectives dated 2021-03-17, and earlier 13th, 12th and 11th Five-Year Plan outlines. For a foreign founder, these are the broadest statements of provincial direction. They are long documents, but they tell you how the province frames its own development priorities over multi-year horizons.

Spatial and Land-Use Planning

A second group covers land and space. It includes the Sichuan Tianfu New Area territorial spatial plan (2021–2035), published 2025-12-31; a 2024 notice from the provincial natural resources department issuing five special plans including the Chengdu Plain Economic Zone territorial spatial plan (2021–2035); the provincial territorial spatial plan (2021–2035) published 2024-04-11; the Anning River Basin plan (2022–2035); and the provincial ecological restoration plan (2021–2035). Older documents include the provincial main functional zone plan (2013) and land-use master plans for 2006–2020 and 1997–2010.

For founders, spatial plans matter when you are choosing a site, leasing industrial land, or assessing how a district is likely to be zoned. They are planning documents, not approvals, but they indicate how land in a given area is categorised.

Regional and Metropolitan Integration Plans

The page lists the Chengdu metropolitan area integration development 15th Five-Year Plan (2026-09-09) and the Chengdu metropolitan area development plan (2021-11-29). It also lists the Central Committee and State Council-issued Chengdu-Chongqing economic circle construction plan outline (2021-10-21). Further entries cover 14th Five-Year Plan integration and transformation plans for the Chengdu Plain Economic Zone, the Northwest Sichuan ecological demonstration zone, the Panxi economic zone, the South Sichuan economic zone and the Northeast Sichuan economic zone, all dated 2021-06-09.

These documents show how the province groups its regions. If your business depends on logistics, supplier networks or talent pools spanning several cities, the regional groupings are the frame local governments use when coordinating.

Sector Plans and Government Approvals

A large block lists sector-specific 15th Five-Year Plans and the provincial government's replies approving them, all dated 2026. Subjects include water security, public services, Beautiful Sichuan construction, traditional Chinese medicine development, disability protection and development, sports development, natural resources protection and utilisation, health development, geological disaster prevention, and modernisation of market regulation. There is also a 15th Five-Year Plan for high-quality development of housing and urban-rural construction (2026-08-31).

For foreign founders, the market regulation plan and the public services plan are worth noting: they concern the regulatory environment and public service provision you will encounter operationally. The others indicate which sectors the province is actively planning around.

Heritage and Scenic Area Protection Approvals

The page also lists provincial government replies approving protection plans for historic and cultural cities, towns and villages, and for scenic areas. Examples include Luzhou historic and cultural city (2025–2035), Mianzhu historic and cultural city (2023–2035), six historic towns and villages in Enyang District, Bazhong (2024–2035), Mengding Mountain scenic area (2025–2035), the Banyueshan cliff carvings, Laojun Mountain scenic area (2025–2035), five historic towns in Yanting, Zigong (2025–2035), Jiange historic and cultural city (2025–2035), and Tongjiang historic and cultural city (2024–2035).

If your project involves construction, renovation or land near a protected area, these approvals show that provincial-level review exists for such locations. They are a signal to check local restrictions early.

How to Use This Page Practically

What the Page Does Not Tell You

The page is an index of published documents, not an investment guide. It does not state foreign investment rules, registered capital requirements, tax rates, or sector-specific restrictions on foreign ownership. It does not offer incentives, guarantees or timelines for approvals. It also does not explain how any plan is implemented in practice. Foreign founders should use it to orient themselves, then verify requirements with the competent authorities and qualified local advisers.

The page also lists links to the 21 municipal and prefecture-level governments of Sichuan — Chengdu, Zigong, Panzhihua, Luzhou, Deyang, Mianyang, Guangyuan, Suining, Neijiang, Leshan, Nanchong, Yibin, Guang'an, Dazhou, Bazhong, Ya'an, Meishan, Ziyang, Aba, Garzê and Liangshan — which is where local registration and operational details are typically handled.
